Southampton landlords begin exiting market ahead of Renters’ Rights Act

There are growing signs that landlords in Southampton started withdrawing from the private rental market ahead of the Renters’ Rights Act, which came into force on 1 May 2026. Reports following a recent council meeting indicate an increase in landlords ending tenancies and selling properties, particularly among smaller, individual property owners who may be reassessing the viability of letting under the new regulatory framework.

Local authority officers have acknowledged a noticeable rise in landlords choosing to exit, with concern that the legislative changes are being viewed as increasingly complex or burdensome. In response, Southampton Council is preparing for a higher demand for housing advice and tenant support as the legislation takes effect.

While the council has welcomed the potential for greater tenant security under the new rules, it has also recognised the limitations of social housing in meeting local demand. As a result, there is an emphasis on continuing to work collaboratively with the private rented sector, despite the current trend of landlord withdrawals.

To support both landlords and tenants during the transition, the council has updated its online guidance on the new legislation and is training staff to provide accurate and consistent advice. However, the loss of smaller landlords from the market may reduce the availability of rental homes in Southampton and other coastal areas, raising broader questions about housing supply at a time when local authorities cannot rely on social housing alone to bridge the gap.
